Google has made available the official factory images for Android 4.3 Jelly Bean at the official Google Developer portal for download along with the binaries for Nexus devices which is great for developers who want to build for Android 4.3 and for advanced users who want to compile.

Factory images of the latest Android 4.3 are available for all the current Nexus devices. You can download Android 4.3 for the following devices: Nexus 4, Nexus 7 2012 (Wifi / Mobile), Nexus 10, Galaxy Nexus (takju / yakju variants).
